Commissioning is a complex of measures aimed to accept into service of the completed construction of immovable property.
Matter of accept object into service is governed by the Law of Ukraine "On regulation of urban development" at the legislative level. So, Article 39 of this law provides the commissioning of immovable property depending on their complexity:
- commissioning is carried out by registering the Declaration of facility readiness for operation for objects of I-III categories of complexity;
- for objects of IV-V categories of complexity on the basis of act of object readiness for use and registration of certificate of conformity.
Commissioning provides an opportunity to register the ownership of the constructed real property to carry out any legally permitted transactions in the future with property, as well as, for example, to conclude agreements on heat -, gas, -water service with the appropriate specialized agencies.
New constructed, completed, built, reconstructed, renovated objects of immovable property are the subjects of commissioning. Depending on their complexity, type and year of construction it will be determined the procedure of their commissioning.
Inspection of state architectural-building control (Inspection GASK) is the Supervisory and regulatory authority, which is competent concerning commissioning of real estate.
