Development and approval of project documentation
The customer must provide the general designer (the designer) initial data for design, the main components of which are: architectural conditions and restrictions, specifications, planning permission to ensure the design of the construction. Planning permission of construction objects made and approved by the customer by agreement with the general designer (designer). Planning permission determines the reasonable customer requirements to the planning, architectural, engineering and technological solutions of the construction, its main parameters, cost and organization of its construction and draw up according to technical conditions of architectural conditions and restrictions.
The name of the object construction according to project documentation must conform to planning permission, must not change at all stages of design and to reflect the type of construction (new construction, reconstruction, technical re-equipment of existing enterprises, restoration, overhaul) and its location.
Project documentation for construction of facilities is developed in accordance with requirements of urban planning documentation, initial data for design and compliance with laws, building regulations, national standards and regulations, including requirements of easy of assess for disabled persons and other people with limited mobility.
The composition and content of design documentation for construction objects at all stages of design are determined in accordance with the construction standards and shall be sufficient for evaluation of design solutions and their implementing.
The general designer (the designer) and the customer define the consequence class (liability) of the construction and the category of its complexity on the basis of which it is set the number of stages of design.
The consequences class (liability) and the complexity of the construction are determined in accordance with the legislation: DBN B.1.2-14-2009 "General principles of reliability and structural safety of buildings, structures, building structures and foundations" and DBN A. 2.2-3-2012 "Composition and content of design documentation for construction.”
The customer and the general designer (the designer) to determine the executor of designer supervision under the conditions of the contract who carries out supervision in accordance with the requirements of legislation and state building regulations.
In the cases defined in Article 31 of the law of Ukraine "On regulation of urban development" it is carried out their examination before approval of construction objects.
Inspection of the construction objects is carried out in the procedure established by the Cabinet of Ministers of Ukraine.
The purpose of construction objects inspection is the determination of the quality of design decisions by identifying deviations from requirements of strength, reliability and durability of buildings and structures, their operational safety and engineering support, including accessibility for disable persons and other people with limited mobility, sanitary and epidemiological population wellbeing, job safety, environment, fire, industrial, nuclear and radiation safety, energy saving and energy efficiency, estimated part of the construction object. Inspection is the final design stage of construction objects.
The construction objects is a subject of compulsory inspection which:
- belong to IV and V categories of complexity concerning compliance to their durability, reliability, strength, reliability and durability of buildings and structures, their operational safety and engineering support, including accessibility for disable persons and other people with limited mobility, sanitary and epidemiological population wellbeing, job safety, environment, fire, industrial, nuclear and radiation safety;
- construct on the areas with complex engineering-geological and technological conditions concerning their strength, reliability and durability of buildings and structures, their operational safety and engineering support;
- construct with attraction of budget funds, funds of state and municipal enterprises, institutions and organizations, as well as loans granted under government guarantee, concerning estimated part of the construction project.
Also inspection of other construction objects can be carried out upon the customer request.
